Adobe Acrobat lets you view and print Adobe Portable Document Format (PDF) files on all major computer platforms.  Tariff files are stored on the NYS Electonic Tariff System in this form.  The Acrobat Reader is free and can be downloaded from: http://www.adobe.com/products/acrobat/readstep.html
